Dr. Salisu Hamisu

Dr. Salisu Hamisu is a seasoned Islamic banking and finance professional whose career spans over two decades across commercial banking, financial regulation, Shariah governance, and academia. He brings to the UHAF Beneficiary Selection Committee deep expertise in financial oversight, ethical governance, and enterprise sustainability.

He currently serves as Chief Shariah Auditor (Assistant General Manager) at Summit Bank Plc, where he provides strategic oversight on Shariah compliance and governance frameworks. He is also an Islamic Finance Specialist and Chief Consultant supporting the IsDB-funded Investment in Digital and Creative Enterprises (iDICE) Programme in Nigeria, contributing technical expertise on development financing and ethical financial structuring.

Dr. Hamisu previously held senior leadership roles at Jaiz Bank Plc, including Divisional Head of Banking Operations and Divisional Head of North-West Business Development. His work strengthened operational efficiency, SME portfolio growth, and regional market expansion within Nigeria’s non-interest banking sector. Earlier in his career, he served at the Nigeria Deposit Insurance Corporation (NDIC) as a Senior Bank Examiner and Senior Analyst, where he contributed to bank supervision, risk assessment, and national financial stability initiatives, including resolution efforts during critical reform periods.

At the international level, he has participated in technical working groups of the Islamic Financial Services Board (IFSB), contributing to the development of regulatory standards for Islamic finance and Shariah governance. Alongside his professional roles, he remains active in academia, lecturing and mentoring postgraduate finance students.

Dr. Hamisu holds a PhD in Islamic Banking and Finance from the International Islamic University Malaysia, along with multiple advanced degrees in finance, development studies, and management.

As a member of the UHAF Beneficiary Selection Committee, Dr. Hamisu brings rigorous financial scrutiny, ethical discipline, and structured risk assessment to the evaluation process. His experience in banking operations, regulatory compliance, and SME development strengthens the Committee’s ability to assess business viability, sustainability, and responsible fund utilization in line with UHAF’s revolving enterprise model.
She currently serves as a Monitoring and Evaluation Specialist on the AfDB/AFD/IsDB-funded Investment in Digital and Creative Enterprises (iDICE) Programme, where she coordinates programme monitoring systems, results frameworks, procurement planning, and reporting to development partners. Her work focuses on strengthening systems that promote transparency, accountability, and measurable impact.

Previously, Udonno worked on the UK FCDO-funded Partnership to Engage, Reform and Learn (PERL) programme, supporting high-level governance reforms within the Office of the Secretary to the Government of the Federation and the Office of the Vice President. She contributed to the establishment of a Central Delivery Coordination Unit (CDCU), the development of national performance tracking systems, and the coordination of inter-governmental policy processes.

With a background in Pharmacy and experience spanning public health, regulatory systems, and development programming, Udonno brings analytical depth and structured evaluation skills to the UHAF Beneficiary Selection Committee. Her expertise in monitoring frameworks, data systems, and institutional accountability supports objective, criteria-based assessment of applicants.

As a young professional, Udonno also reflects the demographic that UHAF seeks to empower. Her inclusion on the Committee strengthens generational perspective within the selection process, ensuring that decisions are informed not only by technical expertise but also by lived understanding of the aspirations and challenges facing emerging entrepreneurs. She contributes disciplined review processes and a strong commitment to transparency and responsible decision-making in line with UHAF’s governance standards.
