Dr. Henry Anibe Agbonika

Dr. Henry Anibe Agbonika is a Public Sector Transformation Strategist and Institutional Reform Architect with over 15 years of experience designing governance execution systems, capability architectures, and performance frameworks across Nigeria’s federal and subnational bureaucracies.
He works at the intersection of political leadership, reform delivery, and state capacity development, translating national priorities into measurable institutional outcomes through politically informed execution systems. His work spans presidential priority tracking, ministerial performance management, and whole-of-government delivery coordination, with a focus on strengthening accountability, institutional learning, and results-based governance.
Dr. Agbonika has advised federal and state governments as well as development partners including the UK Foreign, Commonwealth & Development Office (FCDO), Global Affairs Canada, USAID, and GIZ. His reform portfolio includes delivery systems strengthening, institutional diagnostics, administrative architecture reviews, performance assessment frameworks, and the design of capability development platforms supporting public-sector transformation.
His work also engages subnational reform strategy, federal institutional reviews, and cross-government coordination mechanisms aimed at improving execution coherence across the public sector.
Dr. Agbonika holds a Ph.D. in Leadership and Strategic Studies from the Nigerian Defence Academy and is a Dongfang Scholar Fellow of Peking University, with executive training from Harvard University’s Building State Capability programme.
