Hilda Abu is a seasoned Human Resources leader with over 15 years of progressive experience across international, multi-country, and complex operating environments. She currently serves as a senior HR Business Partner at the World Health Organization (WHO) Regional Office for Europe, where she provides strategic advisory support to senior leadership on organizational design, workforce planning, restructuring, and complex employee relations.
Over the course of her career, Hilda has worked across both the WHO African and European regions, partnering with Directors, Country Representatives, and multidisciplinary leadership teams to align workforce architecture with programme priorities, financial sustainability, and long-term institutional impact. She has led and contributed to functional reviews, structural realignments, and policy advisory initiatives that strengthened governance, compliance, and performance culture across distributed teams.
Her expertise spans organizational design, post management, talent acquisition strategy, job classification, restructuring, performance management, and the interpretation of complex regulatory frameworks. She is widely regarded as a trusted advisor, known for her balanced judgement, integrity, and ability to translate policy into practical, people-centred solutions.
Hilda holds an MBA in Human Resources Management and multiple Chartered Institute of Personnel and Development (CIPD) qualifications, with a foundational background in Public Administration. Throughout her professional journey — including senior HR leadership roles within WHO Nigeria, WHO AFRO, WHO EURO, and earlier international development programmes — she has strengthened administrative systems, enhanced compliance mechanisms, and positioned HR as a strategic enabler of institutional delivery.
As Co-Founder and Trustee of the Umaru & Hilda Abu Foundation (UHAF), Hilda brings strong governance oversight, strategic workforce expertise, and a deep commitment to institutional excellence. She provides guidance on organizational structure, people strategy, compliance frameworks, and long-term sustainability — ensuring the Foundation operates with integrity, accountability, and operational discipline.
